Expansion of the Digital Work Card Scheme

Following a notable increase in declared overtime hours in April 2025 – largely attributed to the implementation of the Digital Work Card system, based on the assumptions of the respective authorities – the Ministry of Labour and Social Affairs has announced the extension of the pilot program to additional sectors, effective Thursday, 26 June 2025.

The new pilot phase encompasses enterprises operating in the following sectors:

  • Wholesale trade
  • Energy
  • Financial services
  • Administrative and support services within the tourism industry

The mandatory application of the Digital Work Card in these sectors will commence on 3 November 2025. From this date, employers will be required to ensure the real-time recording of working hours and overtime for all employees.

With the inclusion of these sectors, the Digital Work Card system will cover an additional approx. 350,000 employees, increasing the total number of employees within its scope to approximately 1.85 million.

This initiative is aimed at enhancing transparency in labour practices, strengthening employee protective regulations, and promoting fair competition among businesses.

Employer Responsibilities:

All affected employers are strongly advised to initiate the necessary technical and procedural preparations without delay. These include:

  • Integrating the Digital Work Card system with existing time-tracking infrastructure
  • Informing and training employees on the new procedures
  • Ensuring full interoperability with the ERGANI II Information System

Failure to comply with the above requirements by the implementation deadline may result in administrative sanctions as prescribed by applicable labour legislation.
