New Labour Code Codified by Presidential Decree 62/2025

On 11 July 2025, Presidential Decree 62/2025 was published in the Government Gazette (FEK A’ 121/2025), enacting the new Labour Code. This legislative reform repeals and replaces Presidential Decree No. 80/2022, consolidating the previously fragmented body of labour legislation into a unified and comprehensive legal framework.

The new Labour Code is systematically organized into three principal parts:

  • Individual Employment Law
  • Collective Labour Relations
  • Protection of Occupational Health and Safety and Labour Supervision

According to the Ministry of Labour and Social Security, the reform is structured around eight strategic priorities aimed at modernizing the legal framework, enhancing legal clarity, reducing administrative burdens and aligning national legislation with international labour standards, particularly those of the International Labour Organization (ILO). The key pillars of the reform include:

  • Streamlining of recruitment procedures
  • Reduction of bureaucratic obstacles
  • Modernization of substantive labour provisions
  • Strengthening of employee rights and protections
  • Enhancement of occupational health and safety standards
  • Harmonization with ILO conventions
  • Reinforcement of the Labour Inspectorate’s role and effectiveness
  • Integration of social security-related provisions

This codification addresses the long-standing legislative need by consolidating dispersed and, at times, overlapping provisions into a single, coherent legal text. It is intended to serve as a reference for the interpretation and application of labour law in Greece.
